Governance Framework
Our governance framework provides clear oversight and accountability across the environmental markets we administer.
The Secretariat manages the day-to-day administration of our programs, supported by the Board, management and Technical Advisory Committee. This includes overseeing processes and procedures, maintaining program documentation, providing guidance and interpretations, and supporting decisions relating to the administration and operation of our markets.
Board and committee
Our Board and Technical Advisory Committee bring together independent expertise across environmental services, accounting, regulation and policy. Together, they support robust decision-making, evidence-based practices and rigorous assessment processes, helping maintain the integrity and trustworthiness of the environmental markets we administer.
Matt has more than 25 years’ experience advising on technology, communications, regulation and law. He is Principal of Healy Advisory and has held senior roles with Macquarie Telecom Group, the ACCC, United Energy and the airline sector, alongside a number of non-executive board positions.
Rob Allen is a digital finance and technology executive focused on the transformation of markets through tokenisation, digital money and next-generation infrastructure. He is a Chair of the Hedera Council's network utilisation committee, and is a co-founder of ICON Future Technologies, which works with regulated institutions to develop and commercialise digital market infrastructure. Rob has been closely involved in Australia's emerging tokenised markets ecosystem, and has been working to rebuild nature markets infrastructure for several years.
Brett has more than 20 years’ experience in carbon and natural-capital management, commercial due diligence, and strategic and operational planning. His work includes climate- and nature-related financial risk, decarbonisation, ESG frameworks and sustainability strategy across government and industry. Brett runs his own boutique consulting practice, Bird & Bower Advisory, focused on shaping a business landscape where sustainability is embedded in the way organisations operate, govern, and grow.
Wilf is an environmental lawyer with more than 20 years’ experience in environmental law and markets across water, carbon and natural resources. He has previously worked in government and private-sector roles developing and administering water and carbon markets, including with the National Water Commission, WaterNSW and Xpansiv. In recent years, Wilf has been involved in early stage carbon, recycling and infrastructure projects and is currently also the Chair of the Mulloon Institute.
John is an expert in regional development and innovative sustainable development with an extensive career across government and higher education. His former roles include Pro Vice-Chancellor at UniSQ, Executive Director of the Queensland EPA and Chief Officer of the Office of Clean Energy Queensland; he received an OAM in 2016 for service to the environment, higher education and the community.
Roslyn "Ros" is an experienced executive and non-executive director with particular expertise across agriculture, energy, renewables and water. She was formerly CEO of Sugar Research Australia and has held senior executive roles in government-owned energy and water utilities, renewable energy, local government and agriculture; she is a CPA and GAICD.

We aim to attract greater investment into nature repair by translating verified environmental outcomes into credible environmental credits. Through our Value Nature framework and integrated Standards across water quality, biodiversity and cultural values, ENVOMARK provides a consistent mark of integrity for outcomes that have been delivered, not promised.
